Solution to Over-Population?

This trilogy supposes that a future global government determines that advanced science, particularly in genetic engineering and biochemistry, will destabilize earth's population. To protect the twenty billion humans on earth, it is deemed necessary to permanently exile the 2000 brightest scientists of these fields, along with their families. They are sent to live in isolation on a space station, and the decision is made to convert this station into an interstellar transport after the exile is in effect. The first book is embarrassingly simplistic, but books two and three pick up the sophistication and are of greater interest.

A good story by Ben Bova. It is a change from his usual writings of near earth and not too distant future. In all, it was a good read.

Must be Early Writing

This does seem to be the caliber of Bova's later work, so I'm guessing that it's early work that has been put together into one story. It's not great but also not terrible. There are a lot of concepts I would have liked him to explore, but were skipped over. All in all it was a somewhat entertaining classic 50's style SciFi story.
