Jack Latham is an honest cop. While certainly not the poster child for departmental recruiting, he has always worked within the law to see justice done. Years of butting heads with his supervisors have left him burnt out. Now, for the second time in his career, Jack has to deal with a progressively-savvy killer. Unfortunately , the law enforcement bureacracy is protecting the murderer by inaction and subsequently allowing him to claim more victims.
Latham faces the professional and moral test of how to protect those who would be victims while staying true to his oath. Will he be successful? Will justice prevail or will Latham become yet another victim of the system.
