The NSA as stewards of global quality

This novel had an interesting plot, but the author would have benefitted from editorial help in several ways. His characters were flat and two dimensional . The story was told in a simple narrative sequence, with surprises revealed early in the book. For example, the use of time travel occurred to the book characters midway through the book, but it was no surprise to readers because it was revealed in the title .
