Savaged by an arctic wind whipping across San Francisco Bay between two waterfront warehouses, JOHN BLAINE stomps his feet on the gravel, not only to keep warm, but wring out his frayed nerves. Undercover as an Italian-American Mafioso for two years, tonight, he’s busting not only the Russian mob, but a Chinese Triad boss, CHEN TUNG, selling weapons directly from the People’s Republic of China (PRC) factories for hard currency. They open up shipping containers to inventory the weapons, discovering a Chinese shipment of classified military hardware.
In the South China Sea, seven ships have sank in the last twenty-four hours north of the vital Straits of Malacca, sending shudders through every Asian capital and the world’s shipping markets. Through this vital waterway, four thousand freighters, tankers and commercial ships pass through the South China Sea every single day. China must control this waterway - one hundred million Chinese are unemployed, creating a potential for unrest, riots or civil war.
At San Francisco International Airport, PRESIDENT ADAMS sits in Air Force One, staring out the window at the scalloped whitecaps on the Bay. Deep in thought, he contemplates his strategy in this bruising reelection campaign. It’s seven days until Election Day.
For his meeting with Chinese Minister Teng Huan, Adams brings in “Thunder”, a billion dollar lie detector. Are they telling The Truth?
In their meeting, Teng Huan tells the truth. The ships weren’t sunk by Chinese mines, but by a rogue submarine. And, even more surprising to Adams, China asks for America’s help in locating and destroying this terrorist sub.
Outside Offut Air Force Base, in Bellevue, Nebraska, a hardware store owner picks up a ringing phone.
“Mr. Stossel?” The voice was brittle, almost icy. “Andrew Stossel?”
“The one and only, may I help you?” said Stossel, on his porch, watching an E-4B taxi on the runway.
"What time does the city bus leave from Omaha and arrive in Lincoln?”
Stossel’s heart leapt to his dry mouth. He coughed out the words, ingrained decades ago. “Eight seventeen on the dot,” he stammered. “But every other Saturday.”
“You will be contacted. We have your son.” The line went dead. The dormant Russian spy network had just been activated by former KGB Colonel CHESLAV KONEV.
Investigating the theft of classified hardware, Blaine must interrogate Chen Tung about the connections between the Triads and Chinese Intelligence. He heads to San Francisco International to catch Chen Tung before Federal Marshals lock him in a high security federal prison. Konev and his team have infiltrated the airport, sneaking into the secure area to steal Thunder from NSA agents returning it to Maryland. Blaine and his partner stumble into the op. But Konev’s men are professionals, ex-Spetznaz, cold-blooded killers. They murder Blaine’s partner and make a daring escape in a jet across the airport tarmac. Blaine grabs a truck and chases them, nearly colliding with a dozen planes. Konev’s jet screams into the black night, but Blaine sees parachutes cascade from the jet to a waiting speedboat, fleeing into the night. Blaine vows to nail his partners’ killer – no matter the cost.
